Administration of PSO funds

From 1 January 2013, BALTPOOL UAB was appointed the administrator of PSO funds according to Resolution No. 1338 of 7 November 2012 of the Lithuanian Government.

The PSO funds administrator:

  • collects PSO funds from power consumers and pays them to providers of PSOs;
  • accounts PSO funds separately from its other activities by individual parties providing PSO and by individual parties receiving PSO funds;
  • provides public reports on accounted and paid PSO funds;
  • ensures the balancing of PSO funds; and
  • ensures the financing of the PSO budget at lowest possible costs.

The procedure for providing PSOs is set in the “Description of the procedure for providing public service obligations in the power sector” approved by Resolution No. 916 of 8 July 2012 of the Lithuanian Government.

In the process of administering PSO funds, BALTPOOL UAB, adheres to the “Description of the procedure for administering the funds of public service obligations in the power sector” approved by Resolution No. 1157 of 19 September 2012 of the Lithuanian Government.

PSO funds collection and distribution

 

  1. Customers connected to the transmission grid shall transfer public interest services funds to the administrator of public interest services funds BALTPOOL.
  2. Customers connected to the distribution grid shall transfer public interest services funds to AB Energijos Skirstymo Operatorius (ESO).
  3. The distribution grid operator (ESO) shall transfer the public interest services funds to the administrator of public interest services funds BALTPOOL.
  4. BALTPOOL UAB shall, on a monthly basis, either directly or through companies purchasing power, pay out the funds to the parties providing public interest services.
