Sustainable biomass must be used by electricity and/or heat production installations with a capacity of 7.5 MW or more

In order to transpose Directive (EU) 2023/2413 of the European Parliament and of the Council of 18 October 2023, amending Directive (EU) 2018/2001, Regulation (EU) 2018/1999, and Directive 98/70/EC as regards the promotion of energy from renewable sources, on 26 May 2025, the Seimas of the Republic of Lithuania adopted amendments to the Law on Renewable Energy of the Republic of Lithuania (currently pending signature by the President of the Republic of Lithuania).

According to these amendments, as of 14 July 2025, energy market participants operating electricity, heat and/or cooling production installations with a total rated thermal input of 7.5 MW or more (currently: 20 MW or more) will be required to use only biomass that complies with the sustainability and greenhouse gas emission reduction criteria, i.e., biomass delivered under the voluntary national biomass sustainability scheme RED BP or another recognised international voluntary scheme.

Further information regarding the possibility to use biomass acquired before the law enters into force (i.e., before 14 July 2025), implementing legislation of the amended law, and other significant changes related to the tightened sustainability and GHG emission reduction criteria will be provided shortly.
