Completion and submission of declarations

1. How to start filling out a declaration in the RED BP system?

Log in to the RED BP system, on the left side of the menu item you will find the Raw material primary acquisition window. After clicking Raw material primary acquisition, in the window that opens, on the right side you will find the + New declaration button, by clicking which you can start forming a declaration.

2. What declaration type should I choose?

The following declaration types can be selected:

  • Certified Wood – certified wood is supplied according to the schemes specified in subparagraph 3.1 of Annex 9 to the Conditions of Trade in Biomass Products.
  • Forest Land Wood – wood from forest land is supplied.
  • Residues of Wood Processing Industry – biomass is supplied or raw materials used in its production from wood processing industry enterprises registered in the Member States of the European Union.
  • Other Residues (field cleaning, etc.) – other residues are supplied that are not the main purpose of the production process but are generated to maintain the intended use of land that cannot be forest land, from engineering infrastructure, reclaimed land and reclamation structures, meteorological observation sites, protection zones of state border security objects and installations where planting vegetation (except herbaceous plants) or trees is prohibited, or from common-use areas of cities, towns, villages, and/or municipalities.
  • Energy Plantations – agricultural raw materials of Lithuanian origin (short rotation plantations) produced on agricultural land are supplied.

3. Who is the primary owner of the raw material?

The primary owner of the raw material is the original owner, manager, or user of the parcel of land where the raw material for biomass products was produced, or the original producer of biomass products at the site where by-products from wood and other industries are produced.
The primary owner of the raw material may be a natural person or a legal entity. Accordingly, when selecting one of the options, you must specify:

Please note that the data provided when the primary owner of the raw material has an FSC, Sure, KZR INiG, or other certificate is checked in accordance with clause 7 of the Conditions of Trade in Biomass Products.

4. Information on origin of raw material. What is it?

After entering the data of the primary owner of the raw material, the raw material origin information is provided below. This is data and information about the country of origin of the purchased raw materials, which biomass sellers must request from their raw material suppliers and which they will have to declare in the RED BP system.

5. What information on origin of raw material do I need to provide when providing data in the “Certified Wood” declaration?

3) Specify the certificate number (code) of the primary owner of the raw material:

IMPORTANT! When submitting the declaration of Certified Wood type, at the end of the declaration, the participant must confirm that the data has not been declared to other international forestry management certification, voluntary international, or national biomass sustainability schemes of other countries.

6. What information on the origin of raw materials must I provide when providing data in the “Forest Land Wood” declaration?

1) Specify the number of the felling permit or notification of intention to fell the forest:

3) Select the location data form:

  • Parcel of land – selected when the country of origin of the raw material is LT
  • GPS coordinates – selected when the country of origin of the raw material is not LT

After entering the felling permit number, the system automatically fills in the fields: forest department, block number, parcel of land number.

7. What information on the origin of raw materials must I provide when providing data in the “Residues of Wood Processing Industry” declaration?

1) Select the country of origin:

2) Indicate the address where the industrial raw materials were generated (address of the sawmill or other industrial facility):

The declared address must be complete, indicating the street name and building number. A convenient platform for finding out the address: www.maps.lt.

8. What information on the origin of the raw materials must I provide when providing data in the “Other Residues (field cleaning, etc.)” declaration?

1) Select the country of origin:

  • Enter the WGS coordinates of the raw material generation site
  • Enter the area of the raw material generation territory, ha

3) Enter the reason for the raw material residue generation, choosing one of the three options:

3.1. In order to maintain the intended use of land that cannot be forest land – enter the intended use of the land:

Reason: In order to maintain the designated use of land that cannot be classified as forest land. Additionally, the current land use designation must be entered (for example, forest land, agricultural land, other designated land, etc.).
3.2. In the engineering infrastructure protection zone – enter the name of the protection zone:

Reason: Within the protection zone of engineering infrastructure. Additionally, the name of the protection zone must be entered (for example, power grid protection zone, road and railway protection zone, etc.).
3.3. In the common use area – enter the name of the common use area:

Reason: In a public-use area. Additionally, the name of the public-use area must be entered (for example, recreational area, green space area, etc.).
4) Enter the unique parcel of land number:

Important! Only one document is allowed to be uploaded. Other documents can be added to the Additional documents section or combined into one file.

9. What information on the origin of raw materials must I provide when providing data in the “Energy Plantation” declaration?

1) Select the country of origin:

10. Raw material type, raw material storage form, quantity, price. How to enter data correctly?

1) Raw material type:

IMPORTANT! If the accounting document contains more than one raw material type (e.g., stemwood and timber harvesting waste), separate declarations must be submitted for each type in the RED BP system.
2) Raw material storage form:

  • Raw material – wood, logs, rough logs, firewood, paper logs, panel wood, branches, etc.
  • Biomass – prepared wood chip fuel product (e.g., SM1, SM2, SM3).

3) The unit of measurement of the declared quantity in loose cubic meters or solid cubic meters must comply with the accounting document. If the quantity is indicated in tons, convert according to the conversion factors, using 35% moisture factors if the moisture is not determined.

  • If the units of measurement indicated in the accounting document are m3, the declaration must specify whether the quantity of raw material coincides with loose cubic metres or solid cubic metres.
  • It is possible to declare a smaller quantity than indicated in the accounting document.

4) The unit of measurement of the declared price EUR/loose m3 or EUR/solid m3. The price of the raw material unit is indicated (e.g., 12 EUR/loose m3).
Important! The units of measurement of the declared raw material quantity and price must coincide.

11. Support attribute. What is it?

This attribute indicates whether support, grant, or subsidies were used in the production of the raw material/biomass batch.

IMPORTANT! If the attribute is yes, the Operator may request additional documents indicating what support was used.

12. Accounting document. How to fill in the data correctly?

The following data is indicated in the fields of the accounting document form:
1) Type – possible options: VAT invoice, non-VAT invoice, other document:

2) Date:

IMPORTANT! The date of the accounting document cannot be older than 12 months from the date of submission of data to the RED BP system.
3) Document series and number:

  • The full series and number of the accounting document are entered.
  • If the document is not numbered – the date of the document is entered.
  • If the main document is a waybill, the series and date of the waybill are entered. If there are several waybills, the data of the last waybill is entered.

4) Copy of the document:

IMPORTANT! It is allowed to attach one accounting document substantiating the declared quantities and prices. The accounting document must contain the following data: type of biomass/raw material, quantity (loose cubic metres or solid cubic metres), price (EUR/loose m3 or EUR/solid m3), additional information, such as:

  • References to the scheme and number of the certificate of the primary raw material owner (declaration type – Certified Wood).
  • Felling permit number (declaration type – Forest Land Wood).
  • Unique number of the parcel of land, coordinates, or other reference (declaration types – Other Residues, Energy Plantations).
13. Audit attribute. What is it?

Having decided to conduct an internal audit of the company, the participant has the right not to provide information on the price of biomass or raw material (EUR/loose m3 or EUR/solid m3) and not to provide copies of accounting documents.

After the reporting year ends, the biomass participant must, by March 30 of the calendar year following the reporting year, submit to the Operator a confirmation from an independent financial auditor regarding the accounting documents submitted by the exchange participant, based on the assignment prepared by the Operator and published on its website for independent auditors to perform agreed-upon procedures.

14. Additional documents. What are these?

The number of additional documents to be uploaded is not limited. This section contains other documents that can confirm the declared data, such as contracts with the primary owner of the raw material.

15. I have completed the declaration. What are the next steps?

After filling in the declaration data, you can:

  • Save the data by clicking the “Save” button. The data can be reviewed and adjusted.
  • Submit the data for verification by clicking the “Submit” button. The declaration is transferred to the auditors of the RED BP scheme.
  • Cancel data by clicking the “Cancel” button.

In the last step, the system will ask you to confirm the correctness of the data provided:

16. How long does it take to verify declarations?

The deadline for verifying submitted declarations is 1 month.
