Proposed changes to the categorization criteria for Exchange Participants
In accordance with point 11.3.2 of the Energy Exchange Regulation and aiming to strengthen trust in exchange trading, as well as responding to the expectations expressed by market participants, the Exchange Operator is initiating changes to the criteria for participant categorization.
Buyers emphasize the importance of high-quality biofuel that meets technical specifications, while reliable suppliers expect their efforts and compliance with quality requirements to be properly recognized. Our goal is to create a clearer, more transparent trading environment where fair competition and reliability are valued and encouraged.
Key Planned Changes:
- 1. The list of participant categories will be expanded – introducing Category D for Buyers and Category A for Sellers.
- 2. The operator will carry out regular assessments of all participants based on available data from the ETS system, without waiting for specific complaints or signals from exchange participants.

We would also like to inform you that, in parallel, we are planning to submit proposed amendments to points 11.3 and 17.2.1 of the Energy Exchange Regulation to the National Energy Regulatory Council for review and approval.
