Draft Amendment to the Rules of placement in categories of participants

Pursuant to paragraph 11.3.2 of the Energy Exchange Regulations and taking into account comments and proposals from exchange participants regarding the proposed changes to the categorization criteria, the exchange operator has prepared amendments to the Rules of placement in categories of participant and the Conditions of Trade in Biomass Products, which are planned to enter into force on 1 October 2025. 

With buyers emphasizing the importance of high-quality biomass supply that meets technical specifications, and reliable suppliers expecting their track record and compliance with quality requirements to be duly recognized, our goal is to create a clearer and more transparent trading environment where fair competition and reliability are valued and encouraged. 

 Key planned changes: 

1. The list of participant categories will be expanded – Category D will be introduced for Buyers, and Category A for Sellers. 

2. The operator will carry out regular assessments of all participants based on the available ETS system data, without waiting for specific complaints or signals from market participants:  

  • failure to deliver more than 15% of all confirmed vehicles; 
  • delivery of more than 5% of vehicles rejected by the buyer due to non-compliance with the quality requirements specified in the biomass purchase–sale agreement or due to prohibited impurities (stones, metal, plastic, bark if not permitted under the product’s technical specification, etc.); 
  • delivery of more than 1% of vehicles or more than 1 (one) vehicle under the same transaction that was rejected by the buyer due to the use of prohibited raw materials in the production of the biomass product (coated, lacquered, painted, or otherwise chemically treated wood, construction site wood, wood–plastic composites, sewage sludge, herbaceous biomass, etc.); 
  • delivery of more than 5% of vehicles subject to a discount due to exceeding the ash content tolerance limits; 
  • participant’s late payment for supplied biomass.
