Updated categories of biomass exchange participants according to the adopted amendments

The National Energy Regulatory Council approved amendments to the Energy Resources Exchange Regulations on January 9, 2026, which entered into force on February 1, 2026.

Taking these regulatory amendments into account, the biomass exchange operator BALTPOOL approved:

To ensure a smooth implementation of the new category system, we inform you that:

  • the auction on February 3, 2026 will be held without changes, i.e. applying the categories and collateral (UP) amounts currently in force;
  • from February 4, 2026, participants are invited to familiarize themselves with the updated participant categories;
  • the new collateral (UP) amounts will be applied starting from the auction on February 10, 2026.
  • The updated categories in the EPS system will be applied as follows:
    – from the auction on February 10, 2026, if after the assessment the participant’s category remains the same or improves;
    – from April 1, 2026, if after the assessment the participant’s category is downgraded.

Key amendments to the Energy Exchange Regulation:
  • Participant categories have been updated to ensure a clearer structure, more transparent requirements, and greater reliability of biomass supply.
  • Category determination criteria (turnover, asset value, financial reliability, etc.) are transferred into the regulations. In addition, two new criteria are introduced:
      –  for sellers: participation in voluntary national or international sustainability schemes;
    –  for buyers: the value of fixed assets.
  • Category C buyers will no longer be allowed to conclude quarter and half-year term contracts.
  • For sellers, the permitted contract durations and collateral requirements (collateral amounts, UP) have been changed:

Amendments to the Rules for assigning and reviewing biomass exchange participant categories

  • The operator will assess the quality of biomass delivered by the seller during the delivery period of the previous month. The seller’s category will be downgraded if the seller:
    –  delivered more than 10% of transport vehicles subject to an ash content discount (exceeding the limits of    minor deviations);
    –  delivered more than 10% of transport vehicles that were refused by the buyer;
    –  delivered more than 1% of transport vehicles (or more than one transport vehicle under the same transaction) that were refused by the buyer due to the use of prohibited raw materials.

Amendments to the Conditions for Trading Biomass Products

  • A minimum permitted transaction volume of 1,050 MWh is established for heat suppliers and participants in regulated heat auction activities.
  • For sellers concluding quarterly and semi-annual contracts, the reserve requirement is increased to 10%. This information will be publicly available, and the Operator will verify by October 31 of the calendar year whether the data has been submitted.

Amendments to the Rules of Trade Biomass Reserve Products

  • Only Category A seller participants will be eligible to supply biomass reserve products.
  • The seller must commence supply within 24 hours of receiving the buyer’s instruction; if the instruction is submitted on a non-working day or the day preceding it, supply must commence within 48 hours.

Updated Member registration form 

  • The collection of data on ultimate beneficial owners is being introduced.
